Introduction

The purpose of this essay is to inform and thereby arouse a need for change in human research subject protection policy that applies to all Americans, both civilian and military, and to high light the special vulnerability of the military, because to date, the Military has had no means for redress. This writing also offers new arguments for prosecution, and a possible remedy, where in both cases, laws are already on the books which could hold out promise for legal action, that is, until preventative Legislation is passed that may offer more specific human research subject protection, with guaranteed informed consent.
