Downloadable files published by Ants Hole are code signed by Ants Hole. What that means is Microsoft likens it to purchasing a shrink-wrapped package from a retail store where you can visibly see that the package has not been tampered with.

Moreover, a code signed file can tell you two things. One, it verifies the authenticity of the product, meaning you know who published it. Secondly, it can tell you if the file has been altered. It is also analogous to a notarized document.
